| No California Dreaming when it comes to Gambling |
20/04/2001 State Assembly approves bill to ban online gambling Last week, a California state assembly committee approved a bill to ban most forms of online gambling. Sponsored by Assemblyman Dario Frommer, the bill would fine gambling sites that allow players from California to log in, and would make playing itself a misdemeanor offense. According to Frommer, he initiated the bill to counter the fact that "people can literally go online with a credit card, click and lose a ton of money." Players would receive a warning for their first offense, and a US$100 fine for subsequent offences. The bill would also hold casinos responsible for blocking players from California, and would penalize them with fines of up to US$1,000 per offense and 90 days in jail. The committee also hopes to make financial institutions subject to prosecution if they facilitate online wagering. California attempted to issue a similar bill last year but it fell through because of concerns over enforcement costs. The bill has now been passed to the Public Safety Committee for further discussion. |
